Woollaston described his recently completed painting in Art in New Zealand in 1937:
'That picture was a piece of almost spontaneous painting, and is not so much a likeness of Wellington as a symbol of my personal reaction to it. I must say I don't admire Wellington's domestic architecture, and as I looked over the scene I felt that I must express the actual chaos of Wellington's buildings by an almost abstract symbol of chaos.'
